AIADA & some other Jharkhand Govt. TENDERS

Construction of Cement Concrete Road over old Bituminous surface including widening of Roads in different Phases of Industrial Area.

Scope of Work:

1. The eligible contractor of National level who are registered with Road Construction Department, R.E.O., Irrigation Deptt. Govt. of Jharkhand, C.P.W.D., Railway or N.H.A.I. in appropriate category can participate in this tender. Contractors who have been engaged by AIADA and have not completed their work within stipulated completion time of the contractors will not be eligible to purchase the BOQ.
2. It is essential to produce certified Xerox Copies of up-to-date registration paper, up-to-date renewed Sales Tax clearance certificate (No Objection Certificate), Income Tax Clearance Certificate, Labour License and Character Certificate at the time of purchase of tender paper by the registered eligible contractor of appropriate category.
3. The tender paper can be purchased by depositing Rs. 10,000.00 (Rupees Ten thousand only) in shape of account payee Cheque, Bank Draft in favour of Adityapur Industrial Area Development Authority, Adityapur (Non refundable) payable at Central Bank of India, Adityapur on any working day during working hours from 26.05.09 to 16.06.09 upto 5 p.m.
4. The tenderers are requested to deposit Earnest Money amounting to Rs. 10.10 lacs (Rupees Ten lacs and ten thousands) only in shape of 8th /6th year NSC (8th issue) issued from any of Post Office within Jharkhand/Bank Guarantee for minimum period of 90 days from receipt of tender or T.D.R. for 3/5 years from any nationalized Bank within the State of Jharkhand pledged in favour of Secretary, Adityapur Industrial Area Development Authority, Adityapur.
5. Tender will be received in two envelopes system in which one envelope will contain Technical bid which will consist of details of capacity of tenderers, their tools and plants details etc. The second envelope will contain financial bid which will consist of quantities of items and their rates. Only technical bid envelope will be opened on 17.06.09 at 4.30 p.m. The financial bid of only those tenderers who qualify as per technical bid will be opened and the financial bid of tenderers who have failed to qualify in technical bid will be returned unopened. Both separate sealed envelops of technical bid and financial bid are to be dropped in the tender box before ?????? at 2.00 p.m. sealed in a single envelop.
6. The contractor has to setup a quality test laboratory at site manned by qualified and experienced persons in accordance with MOSRT&H specification of road & bridge work 4th revision and monitor quality of aggregates, cement, concrete etc. Contractor shall design the mix for M-40 concrete as per the MOSRT&H specification before commencement of job and also when the ingredients change and get the same approved by AIADA.
7. Tenderer must have either ownership or arrange modern, well equipped machinery required for cement concrete road construction work such as concrete batching plant with minimum capacity of 30 M3/hour, transit mixtures, water tankers, vibrators etc. Preference will be given to those having higher capacity of batching plant, transit mixer, needle, vibrators, truck- mounted water tankers etc.
8. Tenderers should fulfil the following conditions to qualify for tender:-
   1. A guarantee that the Batching Plant and laboratory must be established in the area within 30 days of placement of order and the mix design for concrete would be ready within 15 days thereafter.
   2. Minimum financial turnover Rs. 253 lacs/ year during last five years. Turnover with financial statement and audited Balance Sheet for last five years should be furnished.
   3. Execution of at least one single work of similar nature of PCC work of order values not less than Rs. 250.00 lacs within last 5 years. (Details should be submitted)
   4. Minimum experience of executing cement concrete work by batching plant in one year 7000M3 total volume. (Details of work with name of employer and order number should be submitted)
   5. A list of persons with qualification and experience who are to be engaged in the laboratory, batching plant and at site to maintain quality and progress of work with their names, qualification and experience is to be furnished.
9. Quality test cubes and samples for testing are to be taken and tested as per specification of MOSRT & H. The test records are to be maintained in professional manner and a copy of each test report are to be submitted with the bills.
10. The aggregates in the batching plant are to be tested regularly as per the MOSRT&H specification and the records are to be maintained in a register professionally.
11. Contractor will be responsible for any minor or major defects in materials or in workmanship or any sign of defects in the work executed by him within 5 year from the date of handing over the roads to AIADA. Contractor shall do all major/ minor repair of work during the above specified period from the date of handing over at his own cost and risk. The earnest money and security money retained by AIADA from the contractors bills will be released only after defect liability period of 5 years is over with satisfaction of AIADA.
12. The tenderer should inspect the site and only after getting satisfied about the actual conditions of road and site should submit his tender.
13. Conditional tender will not be accepted.
14. The contractor has to supply all the materials, tools and plants, required for construction. AIADA will not make available any construction materials or plants. Cement has to be purchased by contractor from the approved manufactures or their authorized dealers (L&T, ACC & Lafarge Brand) as per the mix design.
15. AIADA will give cognizance to contractor’s bill for payment against work done only when it is submitted with all quality control test reports duly certified by AIADA Engineers.

17. M.D., AIADA reserves the right to reject or accept any or all the tenders without assigning any reason.
18. Amount of earnest money may vary according to variation in the estimated value of the contract.
19. Preference will be given to the contractor/firm who had good past record of timely completion of PCC/RCC road construction project and has sound financial background. The tenderers shall submit the list of PCC road work executed by him with the name of clients and value of the contract during last 5 years with the tender.
20. Penalty on delay in execution of the contract : Same as clause 2 (page 8) of F-2 contract form - Schedule XLV- Form No. 61.
